As a national and regional public health advocate, Shaibu Issa has made significant contributions to advancing financial protection for health in Tanzania and across Africa. Through the Tanzania Health Alliance (THA), which he founded and leads, he has championed equitable access to essential services—particularly hepatitis prevention, testing and treatment—by advocating for policies that reduce out-of-pocket costs and expand publicly funded services.
His leadership in the Kapime Campaign has mobilized communities, trained health workers, and strengthened early diagnosis, reducing the long-term financial burden of advanced liver disease on families.
